The evaluation of the state held during the research of the property and its buffer zone serves as background for the following strategic guidelines in this field:
Identification, registration and documentation
The guidelines consider series of activities related to the updating of the statute “immovable heritage site”: organising of scientific research, gathering of information; development of proposals; identification of new heritage sites (for instance from Modern and Most modern times, intangible heritage, etc.). During the implementation of these guidelines, within the frames of the MP is developed pilot product № 2 – scientific research “Traditional directions of Christian faith and cults in the Ancient City of Nessebar”, as basis for identification of the first in our country “cultural route” on the territory of the property.
Guidelines for documentation are also proposed: digital photogrammetric and geodetic documentation, stereo photogrammetric documentation, development of information system.
Archaeological survey
The strategy for archaeological survey, proposed in the MP, plans to deliver the overall picture of the multi-layer archaeological heritage, being significant for the outstanding universal value of the property. For the purpose are envisaged:
- Regular archaeological excavations in not built-up zones with set stratification potential;
- Termination of archaeological excavations of sites with high exhibit potential;
- Archaeological investigations of difficult for access sites – in active public areas;
- Rescue archaeological investigations related to building initiatives;
- Development and dissemination of acquired data and results.
Along with the survey on land, the MP considers also underwater archaeological survey: measuring the aquatory with distance laser sensor; measurement with multi ray sonar system; development of maps of the Geographic Information System; analysis of the gathered information; development and implementation of underwater archaeological survey. On the basis of the above will be set the exact boundaries of the buffer zone in the aquatory and defined the respective prescriptions for its conservation.
Programme activities
The following priority activities in the field of the investigation are selected and included in the respective programmes for implementation of the MP:

In Programme 2012 for urgent activities are included urgent archaeological surveys of the early-Byzantine thermae and of the north coast (to the east and to the west of the basilica of Holy Virgin Eleousa), as well as regular research to the north-east of the Main gate. During this year will start also the Programme for scientific research and documentation whose implementation will last during the whole period of duration of the plan.

Within the frames of Programme 2013-2017 will start the underwater archaeological survey and will continue the regular archaeological surveys on land.

After 2017, in Programme 2013-2032, is considered to be included investigations of some difficult for access sites: underground galleries – part of the water-supplying system of Messemvria; the great water reservoir to the west of the church of St. Stephen, the survey around the Old Metropolitan church and the church of Christ Pantokrator, in the Border Police zone, etc.
